Sympathetic political environment, produced o Higher degree of organizational resilience o More efficient use of violence o More motivated army Though most didn’t dedicate their lives to the NLF, huge population willing to  provide food/taxes/shelter to NLF 1963 - US study found that percent of peasants willing to support communists  3-7 times larger than those willing to support Saigon o Plurality, not a majority o Still, Saigon supporters a minority o Core of highly dedicated revolutionaries along with much larger  population of sympathizers made NLF hard to put down Diem had rid South of nearly 70% of communist leaders o Other 30% still fought hard Underground tunnels built by communists o GIs who discovered these described it as being like the NYC subway  system o Americans used poison gas, dogs, flamethrowers to try to thwart tunnel  plans unsuccessfully Saigon officials fled villages when communists began assassinating officials o Saigon system of villages fell apart Villages that best resisted communist control were Catholic o Held out in a “sea” of communism
