Problems with the Juvenile Court Initially, many of the courts and agencies were inadequately staffed. Untrained volunteers were used rather than full-time, paid court officers. Consequently, assessments were inadequate. Unofficial dispositions and informal handling of youth (i.e. no judge) increased.
