Nixon – Improving Saigon’s Chances 69-72 24/03/2008 09:05:00 Nixon had to accept some sort of withdrawal from Vietnam Sensed that a high-level war would ruin his presidency just like LBJ If Nixon was committed to withdrawing troops, it’s less clear what his long- term goals were o Face-saving gesture to provide “decent interval” in which the American  public could forget about Vietnam, and let Saigon fall quietly? o An honest attempt to save Saigon in ways other than full-scale war? Evidence seems to support this theory, especially at the outset  of his presidency – wanted to take out American troops while  still holding off the communists Followed same two “System Worked” imperatives as LBJ o Don’t lose Vietnam while you’re in office o Don’t commit the US beyond the level of sustainable domestic support Difference was that the level of support was constantly dropping Plans for keeping a non-communist had two broad aspects o Strengthen Saigon militarily so that she could defend herself without  American ground troops Expand and re-train ARVN (Vietnamization)
