I. Introduction to Humanitarian Intervention What is “humanitarian intervention”? The non consensual use of force for the purpose of protecting vulnerable civilians from  major loss of life.  The purpose is to protect civilians and is humanitarian.   This term is often used when speaking of genocide. Historical contextualization          Military power after the Cold War At the end of the CW, the US and Europe had very powerful armies with no purpose or  enemy to fight.  So then people tried to think of humanitarian uses for these armies. Democratic extension of military power This is how people viewed humanitarian intervention.  It would work to develop general  human rights standards and projecting democracy. Topical issue especially in 1990s As 9/11 and general fears of terrorism developed this has become a smaller deal. Thematic contextualization New security issues terrorism Globalization of small wars          Human rights          Global order If there is going to be a global norm of human rights then you should start with  protecting humans against harm.  You need to have a global order before you can  achieve that.
