International Studies #24 17:07 I. Introduction Thematic Issues Another major post-Cold War “global challenge” It was recognized that there was warming pre and during the cold war but the way policy  is talked about and created now is a post cold war challenge. Roles of IOs, NGOs,China/India, econ growth Most of the data comes from IOs, particularly the UN NGOs play a role in pressuring governments, etc. Scientists have played a role as non-state actors.  They are global actors in this debate. One must consider China and India because of their dramatic growth and size One must consider the trade offs with the rise of the rest.  Economically it is good, but  environmentally it is not. What is “climate change”? Variablity in global climate Has replaced the term global warming Parameters of debate on climate change Humans? People don’t argue if climate change is happening, they argue how much of it is due to  human. Effects It is difficult to pin down what the effects will really be. Cost of alternatives Need to consider the pros and cons of alternatives such as a carbon tax or cap. Specific global challenges of climate change
