Fragmented Authoritarianism - Fragmented authoritarianism o Authority below the very peak is fragmented and disjointed o Structurally based fragmentation, enhanced by reform policies o A local department is subordinate to multiple superiors - Tiao: lines or vertical bureaucracies (one line of bureaucracy like the Public Security) o Every tiao goes from the central level to the county level o Every higher level, orders around the lower level o Counties are smaller than cities o E.g., public security, construction, finance, women’s association - Kuai: pieces or horizontal coordinating bodies o Every kuai includes different bureaus at the same level o E.g., provincial, municipal county governments - Consequences: the matrix middle o Relatively easy for one actor to frustrate other actors o Gaps and holes between policy making and implementation o Railway system is slightly different. Imagine if you were hurt on a train, which place would have jurisdiction? Making the System Work
