French after the American Revolutionary War Beginning with Louis XIV, France had become financially  depleted from wars and extravagances  France was spending 50% of total revenues on interest for  loans to the government US currently spends about 5% on interest for national debt. It fell on the 3 rd  estate (97% of population) to replenish the  treasury (nobles and clergy were tax exempt) 1787-1789 were bad harvest years 3 rd  estate irate at oppressive and extravagant behavior of  the  Ancien Regime Many French found the American Revolution to be inspiring
