However, this is a problem that must be surmounted. Hardin argues that an external force is necessary – for the liberals, this would be an international institution that could incentivize cooperation and punish defection. Coordinate responsibility for maintaining the collective good. The biggest stumbling block here is the free rider problem – because environmental issues are collective goods and therefore indivisible, all actors can benefit from them – if some maintain the good, others will take advantage of this, leading to a situation where some actors pay the highest cost, while all benefit, including those who contribute nothing. Liberals believe this can be overcome. Realists argue that it is almost impossible to do this – no state wants the suckers payoff. While liberalism will have the most to say about these emerging issues, realism and identity also recognize the importance of health and environmental issues. For realists, these issues can play an important role in the calculations of state power and for theorists
