Sub-Saharan Africa and the Middle East: Both these regions face similar problems: One major issue with regard to the problem of development in this region is where does the responsibility lie? Is it primarily a problem with domestic elites in Africa and the Middle East or is it the fault of the international community and its interference in these regions? Political problems and reform: Historically, Africa was completely colonized by European powers – only Liberia and Ethiopia were independent states. The colonial powers drew the borders of the African states, regardless of existing tribal divisions. In many cases, tribes were divided between two different states, with a minority population in one and a majority in the other.
