Lecture #16 – Congress: Careers, Expertise, Influence New Member to Congress o Election night Winning candidate is a hero, surrounded by a throng of supporters None of which were visible during the campaign Member is larger than life, no longer on the campaign trail Give a speech about how you’re going to change the world o Reasonable person subject to such treatment begins thinking of themselves as the most important person in the world o Then on inauguration, you are one of 435 And on top of that you are a freshman, a junior member o Get unimportant committee assignments o Bottom line is, you came to DC to have influence, and discover you have none Founder’s intentions and restrictiveness o Designed a set of institutions that would move slowly o Feared public out large as a mob, as well as executive authority o Solution was a set of institutions that moved slowly Senators would be ambassadors from the states House responsive to the people, but not able to act alone
