Exam #1 Rob Baker Identification and Significance: Virginia Plan 1. James Madison and Edmund Randolph made the Virginia Plan. The framework for the Virginia Plan was drawn up by James Madison to make a new Federal system. James Madison helped give the federal government the power to veto any state law. This plan was made to put two houses in the government. One of the houses would be elected by the states and the people would elect the other. It was drawn up in May 29 th , 1787 in Virginia. This plan was very significant because it helped the government even itself out. (p. 160-161 Divine) House of Burgesses 2. The House of Burgesses took place in 1619 when a group of wealthy planters got together. The House of Burgesses was the first legislature to meet in the future United States. This meeting took place in Virginia and it was significant because it would serve as a model for the future assemblies. (p. 38 Divine) Boston Massacre 3.
