However, there has been an ongoing debate in the negotiation over the power balance between the two levels. It is articulated the federalism describes the system related to the shred governance between the state and national governments. between federal government and the state governmen have the exclusive and concurrent power to assist in explaining the negotiation over power. Also, the federal government can encourage policy adoption at the state level through the aid program of federal governance. Hence due to the changing political ideology and concern for the wellbeing of the people, the state government needs elaborate and high level of power over the federal governance to help improver responsibility and shared power. The realism of American politics has expressed that all politics are local. The federal and the state government affect the daily lives of the citizen in diverse ways, either there right of freedom of speech, expression, or religion or activism. However, the federal government has the accountability to intercede and act as a go between to the national government on behalf of the people (Tarr, 2016). The Federalist No.51 indicates that the power that is capitulated among the citizens to help develop a correlation that aids in developing policies and development. Since the federal government is concerned about implementing laws, policies, and current issues such as gun control, the state government should have more power to envision the reasoning and whether to allow or give the public the right to own guns. The state government empowers the citizens to reflect on their position and responsibility to enjoy the state and the federal government resources. Thus, it occurs that the state control aspect help to empower states and local community through tough decision accredited to their

Hence, the state government having power over the federal government benefit the citizens in various ways in that the state government is more responsible for ton the residents or the public needs. Hence, the voters can hold an election and vote a candidate of their choice with the manifesto of solving their personal needs in the society. On the contrary, since the social, political or economic issue are very significant to the state government, the federal government has the authority to mitigate and intervene over these issues in the local governments.
