International Security Notes 11 October 2010 OfFce Hours, every Tuesday 10-12 What is Power? It is not always clear who has more power than others when we say i.e., that the US is more powerful that Russia, what does that mean? Robert Dahl A has power over B, in that A can make B do things that it would not otherwise do power is in±uence we never observe the in±uence of causation, we observe action A and action B (when can only infer the links between the two) 1. saying that A defeated B, and was therefore more powerful, is an tautology (we don’t learn any new information) 2. Military Power is the kind of power that matters most in IR Fnancial power is also important because it is measurable however, it does not give much credence that other things might be at play (a strategic military, geography, population, etc. ..) A is more powerful that B, because I think that if A and B were to go to war, then A would win (A>B)
