MIDTERM STUDY GUIDE POL 175 Garbage Can Model: This model contradicts the rational approach to decision- making, claiming that policies are not the product of rational actions, because policy actors rarely evaluate many alternatives for action and because they do not compare them systematically. Distributive Approach: Elites are in control of issues that sometimes affect the general public. “One of the well established models of public choice in the distributive model of politics which explains how narrow special interests are able to use democratic political processes to produce legislation for their own private benefit” Has concentrated benefits and diffused costs. Limits to to this approach: -Doesn’t explain why new policy initiatives are established in the first place. -Doesn’t explain why governments make large scale policy commitments and reforms in science. Example in Class: Sacramento flood area (think to role of interest groups and importance of local issues in national politics) - Bottom-up process : one technology at a time- how members of congress bring attention to a problem they want fixed - can make mistakes- trial and error not as costly -Top-down process : how topics are organized at most global level, then add specificity Knowledge-Driven Approach: “Technology can educate people to an extent that they don’t have to rely on elites” Zaller’s Axiom’s of Change : This is a model to explain how individuals respond to political information they may encounter. The model consists of four axioms : (falls under KNOWLEDGE BASED- cognitive response to info) Reception Axiom - The greater the person's level of cognitive engagement with an issue the more likely he or she is to be exposed to and comprehend — in a word, to receive — political messages concerning that issue. Resistance Axiom -People tend to resist arguments that are inconsistent with their political predispositions, but they do so only to the extent that they possess the contextual information necessary to perceive a relationship between the message and their predispositions.
