- Commune is linked to Frech bureaucracy. - no capacity of tax - commune is limited in what it can do - centre governs everything - French centralized system link with theoning article - In practice, France not as centralized as it appears - People have learnt how to make the system work for themselves - Result = wide gap in how the system is supposed to act vs. how it actually works - Networks o Interorganisational network – mutual dependance between perfec\t and those who depend on them - Prefect o Needs cooperation of local officials, although local officials are technically lower than prefect - Mutual dependence in system - By looking at how system works, we gain an understanding of how people manipulate rules in order to obtain public goods and services for their needs - 2. Cross Regulation - if you don’t get anything from the prefect they go higher, local officials know how to manipulate the bureaucracy ie) local official like mayor can be a member of parliamentat the national level - try to get as much authority as you can through informal means
