Danger of outside military action for enforcing international law Intervention; not only force but peacekeeping, rehabilitation, reconstruction States define national interests; broader definition, induce states to find greater unity by  finding common goals Security council must use forceful intervention when necessary Insure credibility of council to keep respect to decrease criminal behavior because they  know that council will defend and combat behavior commitment to peace Rothschild -the age of insubordination
