Public Policy: Foreign and Defense Policy What is Foreign Policy? Foreign Policy is a country’s official positions, practices, and procedures for dealing with actors outside its borders. (Barbour What is the objective of Foreign Policy? Foreign Policy is designed to provide for the security and well being of citizens through interaction with foreign governments, non-governmental organizations, other international actors, and supra-national organizations. Note: The ability of a Gov’t to do so depends in large measure on its power to influence, persuade, deter, coerce, compel the actions/behavior of other international actors, which in turn depends heavily on information/intelligence. Influence The power/ability to produce an effect without the apparent need to act, exert force or direct exercise of threat or command (Heavily dependent on existing relationships between and among nations) Persuasion The power/ability to intentionally encourage another to undertake or not undertake an action (Also dependent on previous relationships, but also the power to persuade under given circumstances – demands actual leverage)
