Constitution of the United States Article 1 Section 3. Apportionment of Representatives and direct taxes Representatives [and direct taxes] shall be apportioned among the several states which may be included with this Union, according to their respective numbers…The actual enumeration shall be made within three years after the first meeting of the Congress of the United States, and within every subsequent term of ten years, in such a manner as they shall be law direct. The number of Representatives shall not exceed 1 for every 30,000 but each state shall have at least one representative;… This Means: 1. The seats in the House of Representatives shall be apportioned to the states on the basis of their respective populations. 2. The populations of the states, apportionment method, and total number of seats what will be apportioned shall be determined every 10 years. 3. 4. Each state should get at least one seat.
