9/17/10 Appropriations o Authorizations: The granting of legal authority to operate federal programs and agencies. Allows appropriation Ex. 9/11 authorization of Homeland Security o Appropriations: The granting of funds to operate authorized federal programs and agencies Makes it so that, the programs are very difficult to die off o Earmarks: Federal funds that support specific local projects.
