History 251 12/15/08 Mon/Wed 7:30-8:45 Right to Bear Arms (Second Short Essay) One of the most controversial issues surrounding the Bill of of Rights is Second Amendment which gives the individual right to “keep and bear arms.” This issue has been argued several times in the Supreme Court whether the federal government has the right to punish individuals or to deprive them of the right to bear arms. The idea of citizens having the right to bear arms originally started in England when King Henry II required every citizen to own a weapon other than a knife. His initiative was to have his citizens prepared in case of an incidence that required self-defense (Levy 136-137). “In United States v.
