Détente and a new Cold War 1971-79: Détente, a period of relaxation -Arms race of the 1960s/USSR caught up with the USA -USSR wanted a détente because… a) USSR’s economy was shaky at best b) it needed non-military goods c) wanted increased trade with the West -USA wanted a détente because… a) wanted out of Vietnam b) thought USSR could help restrain N. Vietnam -First ‘Arms Reduction’ w/ SALT I (1972) -limit on # of ABMs & a freeze of nuclear bombers & long-range missiles 1975: SALT II (further limit on bombers & # of missiles) -breakdown détente w/ Soviet invasion of Afghanistan -US suspends SALT II talks & boycotts 1980 Olympics START OF A NEW COLD WAR (1980-85) -USSR puts in place new SS-20 missiles 1981: US introduces the Neutron bomb 1983: US introduces ‘Star Wars’ & puts Cruise & Pershing missiles (w/ nuclear warheads) in Europe Reagan says USSR is the ‘Evil Empire’ and that it is possible for a limited nuclear war in Europe 1984: USSR boycotts L.A. Olympics 1985: Gorbachev’s ‘new’ thinking: a) ‘Glasnost’- openness of government, industry; less corruption b) ‘Perestroika’- restructuring of Soviet society & its economy
