It replaced the previous Federal wholesale sales tax system and designed to phase out a number of various State and Territory Government taxes, duties and levies such as banking taxes and stamp duty, marking nation-wide economic change. Greater need for protection of the community: The community needs to be protected so that it can function in a harmonious way. One of the major aspects of the law is to protect individuals from harm. Laws are therefore needed to make unlawful those actions that may harm the community. Eg. Protection of road users: Laws continually change to reduce the road toll as many people are killed/injured annually. Eg. Road Safety Road Rules 2009 - use of mobile phones whilst driving was prohibited unless the phone is secured in a mounting affixed to the vehicle, or can be operated by the driver without touching the phone or is an emergency or police vehicle.
