Daniel Dunlap America’s Diverse Cultures 2/15/11 Controlling Vice Response In this week’s reading from “Controlling Vice,” by Joel Best, the author examines social control through the use of regulation. Best does this by researching the regulation (a form of social control) of prostitution (a deviance and vice) in St.Paul brothel houses between 1865- 1883. In doing so we begin to see the complexities of regulating vice and the implications it had on all aspects of citizenry, both public and private. He considers the threats that prostitution posed, either real or perceived, to ordinary citizens, and analyzes the two opposing views, regulation and prohibition, in addressing this vice. Best explains the policy of regulation by arrest in St.Paul and how it was not solely for the use of creating revenue for the city, corrupt, or an aberration of law and order, but a way in which local police and officials could regulate a vice, which in their opinion, could not be effectively or safely prohibited.
