The fear is that Gorbachev’s undercut approach is questioning US’s military association with the Western Europe. 1989: no1 worry is that the German public might become anti-NATO and strike a deal with the USSR and lead to unification of Germany under Soviet Union. The NATO leaders are seeing the rise of protests in the Warsaw pact countries and if there were a Protest then there would be bloodshed. In the October of 1989 sealed their own borders to prevent the outflow of East Germans. Leads to massive protests on the borders and one of these borders is the berlin wall. The question is will the East Germans crack down and whether the Russian s will help or not.
