This is a life we are talking about, and if the mother is having issues of her own that have affected this new life, she should not necessarily be the one to take care of it. By agreeing to have a baby and take on all of the responsibilities that go along with it, a mother should not be allowed to harm the baby at all whatsoever. If criminal prosecution was not the way to go then I would suggest having mothers go to counseling and to drug rehabilitation centers. These mothers need to get their lives back on track so that they can provide for their babies. By getting their lives in order they will be able to provide for the baby properly. While they are in rehab, the baby should be entrusted to a family member, so that the mother can be allowed to see the child occasionally....
