There are many examples of where the House and Senate have played key roles despite not always being in agreement. In our recent economic crisis, the stimulus bill was finally passed and signed by President Obama, after a dispute in Congress. The original bill in the House stated that 50% of the Medicaid money should be distributed to all the states, and 50% should be distributed only to those states with the highest unemployment rates. The original bill in the Senate stated that 80% of the Medicaid money should be given to all the states, and 20% should be given to those states with the highest unemployment rates. When considering a bill, the House is focused more on the wants of the people from their specific district, while the more prestigious senators are more concerned about the nation as a whole. Each legislator’s most important responsibility is to its citizens, regardless of its political party’s principles, congressional leaders, and even Congress itself. (Lowi, 181) Citizens have different expectations of their representatives, based on what their beliefs are. While some
