This grant is coming from grants.gov, which was established under the President’s 2002 Fiscal Year Management Agenda. Grants.gov funds all sorts of research from agriculture, to disaster prevention, to income security and social services. They currently provide access to approximately $500 billion in annual awards. There philosophy is to improve government services to the public. They provide grants to government organizations, educational organizations, public housing organizations, non-profit organizations, small businesses, for-profit organizations, and individuals. Overall this seems to be a very broad grant site who gives everyone a fair chance at receiving their money.
