Project Delivery Methods DEFINITIONS Construction Manager-at-Risk (CM@R): a performance-based project delivery method in which the Purchasing agency (Owner) enters into separate contracts for design and construction services and negotiates a Guaranteed Maximum Price (GMP) with the Construction Manager. The CM@R serves as a consultant to the owner in the development and design phases by providing assistance in evaluating costs, estimating, value analysis, scheduling, and constructability. Once the GMP is established, the CM@R assumes the risk for price and schedule.
