ORGANIZATIONAL SYSTEMS TASK 3 2 Healthcare Financing A1. Country to Compare I chose to research and compare the healthcare systems of the United States with Germany. I found that Germany and the US have similar systems, but the few differences are worth noting. A1. Access Coverage for healthcare in Germany is similar to the US but differs in some respects. Insurance is offered by employers, from federal assistance programs and also to disabled and retired citizens in both countries. The major difference in Germany is that insurance is required, everyone has coverage. Whereas in the US, insurance is not required but some states have their own individual health insurance mandates, requiring one to have qualifying health coverage or pay a fee with state taxes (Individual, 2020). Germany utilizes a “sickness fund” idea. That is statutory insurance coverage based on income for citizens that make less than a quoted amount, this can be compared to the US Medicaid system. Some German citizens choose to opt out of the statutory insurance and pay out-of-pocket to private insurers, these people tend to be wealthy. Premiums in Germany are determined by income but everyone with statutory insurance receives the same healthcare, regardless of income. The US is a bit different. Premiums are not income based, it is a marketplace for insurance companies. If insurance is not offered by employers, the market is open to shop for the best premiums and coverage. Government assistance programs, like Medicare and Medicaid, are mostly without premiums . States have the option to impose higher, alternative premiums on other groups of enrollees, if their family incomes exceed 150% of the federal poverty level (Centers, n.d.). Children in Germany can receive coverage up to a certain age, through their parent or guardian. Children who aren't able to care for themselves due to a disability can always be insured through their parents, no matter how old they are (National, 2018). The US is comparable with Medicaid insurance, if the parent has a low income with a child, then the family can receive assistance.
