The intent of social security was never to cover all your retirement needs, but to aid in the expenses when you retire. Social security insurance started during the Great Depression and became a law in 1935 under President Franklin D. Roosevelt to assist and provide benefits for the families who had elderly people who had the lack of funds to contribute the families living expenses and could no longer work to provide the necessary income. In the beginning, the benefits were limited and did not include many service-related workers (farmers, maids, household help), but benefits as of today are provided for all U.S. Citizen.
