Chapter 10 International Integration GLOBALIZATION AND INTEGRATION - State decisions to cooperate in order to create international organizations that are supranational - Supranational: subsume a number of states and their functions within a larger whole - Nationalism vs. Supranationalism: between sovereignty and higher authority of supranational structures - Technology innovations bringing states together, bring together across nation states - Transnational Actors: bridge national borders, creating new avenues of interdependence (MNC) - Transnational Issues: processes that force states to work together because they cannot solve the issue alone (global warming) INTEGRATION THEORY - Why states choose Supranationalism? - International Integration: process by which supranational institutions replace national ones (gradual shift upward of sovereignty from state to global structures) =>possible single government - Will never fully happen bc states refuse to give up exclusive claim to sovereignty - Most successful process of integration = European Union * Western European states: create economic community to promote free trade and coordinate economic policies (integration) * Functionalism: growth of specialized technical organizations that cross national borders - Technological and economic developments lead to more supranational structures to fulfill necessary functions - Neofunctionalism: modification by IR, argue economic integration generates political dynamic that drives integration further - Spillover: closer economic ties require political coordination to operate effectively => political integration - Security Community: low expectation of violence among states to develop “we” feeling - Association of South East Asian Nations (ASEAN): promote regional economic coordination - Integration => problems. Cultures want to maintain individual identities, respond with nationalist sentiments * Disintegration: against integrating tendencies (decolonization after WW2 and Cold War) THE EUROPEAN UNION - European Union (EU): created after WW2 , expansion in scope, membership, and mission - 500 million citizens, GDP surpasses US * THE VISION OF A UNITED EUROPE - Steps of Creating the European Union * 1952: creating of European Coal and Steel Community (ECSC): reduce trade barriers in coal and steel to coordinate their coal and steel policies (chosen as essentials for war) * International scientific communities (European Space Agency and European Molecular Biology Laboratory * 1952: European Defense Community to integrate Europe’s military forces under one budget and command (failed to be ratified) * THE TREATY OF ROME - Treaty of Rome: 1957 (France, Germany, Italy, Belgium, Netherlands, Luxembourg) created Euratom and EC * Euratom: European Atomic Energy Community: coordinate nuclear power development by pooling research, investment, and management * European Economic Community => European Community - Free trade area: lifting tariffs and restrictions on movement of goods across borders * European Free Trade Association: extended free trade area associated with EU
