Who has voice? * IPCC established in 1988 initially under auspices of World Meteorological Organization which was quickly joined by UNEP * Mandated by UN General Assembly to undertake international assessments of scientific knowledge about climate change. * Governed by a bureau consisting of selected government reps. So it was not to be self-governing body of independent scientists but need to be seen serving the needs of government and policy. * It does not recommend policies. Its function is to be advisory not formative. * Critics say that the experts are not independent since they are nominated by governments that are biased and that some forms of expert knowledge such as local environmental knowledge or sociology or anthropology are exclude. Whither science? * Science is being used to justify claims not merely about how the world is (positive statements) but about what is or is not desirable (normative statements) * There is now less public confidence in the practices and purposes of science than in the 1950s. * Science must not only establish facts that are known but establish and communicate what is unknown or at best what is uncertain. * Somewhere between science as sublime discovery of absolute truth – a purely positivist reading – and
