         LECTURE #2   COMPETING PERSPECTIVES ON THE STUDY OF  IR AND IL   THE REALIST SCHOOL   Thomas Hobbes (1588-1679)  Emphasis on the State as the unit of analysis  The Anarchic nature of international system  The pursuit of Realpolitik  Global politics based on struggle for power  Countries should play B of P politics  Neo-realists' emphasis on the economy as a source of power  Military power still remains central to the survival of the state?  International Law reflects the distribution of power in the system  ISSUES   Concept of power is complex:     TRADITIONAL IDEALISM AND   MODERN INTERNATIONALISM     J.J. Rousseau (1722-78)  Nature of government determines aggressiveness.  Power is not (should not) be the essence of int'l politics.

International Relations based on respects for self-determination, rule of  law and the primacy of diplomacy and cooperation  Proliferation of social movements  People's involvement in transnational information, communication.     INTERNATIONALISM OR   GLOBALIST VIEW OF INT'L   POLITICS   The rise of nonstate actors in the international arena has created new  dimensions in relations among various actors in global politics.   Global politics is not based on zero-sum. The state sovereignty under attack on all fronts: it is not what it used to  be.  Power is not constant.  Security (military) issues now play a smaller role in global  interdependence  In Complex Interdependence world issues are important on their own  Non-state actors     Regimes      as " networks of rules, norms, and procedures ."  Complex Interdependence: Multiple channels connecting societies.

Interest groups, MNCs, NGOs, and people bring agendas to the  international arena  Keohane and Nye's position  Through linkages security issues are connected with other issues  Domestic and foreign policy are inter-connected--Intermestic. Wars among Western countries have become obsolete The use of force in the West is not a viable option    In terms of interdependence, mutual asymmetrical dependencies,   sensitivity, and vulnerability are emphasized.         Some liberal interdependence proponents (Charles Kindleberger,  Raymond Vernon): state sovereignty is "held at bay"          MARX, MARXISM, NEO-MARXISTS  AND THE RADICAL SCHOOL    Marx (1818-1883) on HISTORICAL MATERIALISM   History is marked by epochal changes in mode of production (i.e.  feudalism, capitalism).
