The Republic of Turkey came out of the negotiations for the Kyoto Protocol II in neither a positive nor negative state. The lack of a defined set of protocols means that Turkey is able to decide which articles to support and which ones not to support. And Turkey has several articles that it finds favorable on the table. In regards to institutions, Turkey supports a continuation of the differentiation of countries into Annex and non-Annex countries, as this allows developing countries, such as the Republic of Turkey, to develop without being hindered by the restrictions that developed countries are more able to overcome. However, Turkey does not support the idea of regional climate boards, as nations such as Turkey are in two regions, two continents even, and, depending on where the lines are drawn, Turkey could suffer because it may be placed with a
