Politics and Federalism 13/10/2011 13:14:00 Visions of federalism 1) Canada should be a 2-3 nation system (Québec)   asymmetry (some provinces  have more of a special responsibility than the others) 1960s  pension plan, 1970s Quebec wanted special control over their immigrants, 1979 labour market training  (federal government obliged with these requests knowing no other provinces would  care) 2) Canada is made up of 10 equal provinces (Trudeau)   all are of similar status and  power (symmetry) to ensure that Canada was a just society (for Trudeau justice meant  centralization)   shared cost programs (national objectives implemented by individual  provinces some provinces wanted to opt out because it seemed as though the federal  government wanted to intervene in provincial issues and responsibilities) Federal spending power = the ability of the federal government to spend money
