The WTO, World Bank and IMF all are focused to serve developing countries needs first because these countries can benefit the most from the opportunities and services that these organizations provide. 3. The WTO is governed by a ministerial conference, who met every two years, a general council, who implements decisions, and a director general, who is applied by the ministerial conference. Both the World Bank and the IMF is governed by ministers of finance from other countries, who met annually, and they also have appointed executive directors that work onsite at the bank.
