Chapter 1: Politics: Def: Process through which individuals and groups reach agreement on a course of common or collective action even though they disagreed on the goals that action is intended to obtain, Requires: Bargaining Compromise Problem it faces: Reconciling differences from preferences Political Institution Prior agreement on a set of rules and procedures for negotiations Product of politics Purpose is to guide an organization's members in making essentially political decisions Constitutions and Governments Def: Constitution establishes its governmental institutions and the set of rules and procedures the institutions must and must not follow to reach and enforce collective agreements Can be a legal document or unwritten Government consists of these institutions Power vs. Authority Institutions consist of offices that confer on their occupants specific authority and responsibilities Authority is the acknowledged right to make a particular decision. Power is the actual influence Institutional Durability For three main reasons 1) Authority given to office, not individuals, thus passed on 2) People who are affected expect them to remain in place and make plans involving them 3) Hard to agree on a proposed alternative Reform however enables institutions to accomplish new goals eg. EPA Political System Logic Basics involved: Government must protect individual liberties even when the majority of the public insists otherwise
