Evaluation is the systematic application of research procedures to understand the conceptualization, design, implementation, and utility of interventions/campaigns. Evaluation research determines whether a program was effective, how it did or did not achieve its goals, and the efficiency with which it achieved them In its simplest form: success = achievements/expectations. Too general and leaves door open for difficulty because expectations, achievements, and methods to measure are variable A primary goal of evaluation is to measure the effects, both anticipated and unanticipated, short and long term, individual and system level, of an intervention/campaign Examples of Usefulness of Evaluation Just Say No Campaign I am Special Program Debates that exist about Evaluation Quantitative vs. Qualitative strategies Both of them are valid and serve their purposes, which should complement one another Quality and usefulness of non-experimental designs Internal vs. external evaluators External evaluators often have more credibility, but they are usually less informed than internal evaluators Functions of an Evaluation Determine the degree to which the campaign reached its objectives Provide an understanding of how or why a campaign worked Provide information relevant for planning future activities Barriers to Evaluation Perceived cost of evaluation Perceived time-suck Perceived detraction from program implementation Three primary types of evaluation Formative Evaluation Defines the scope of the problem Gather data on possible intervention strategies Learn about the intended audience Investigates possible factors that might limit program implementation Often employs qualitative methods Process Evaluation Measures the degree of program implementation Determines whether the program was delivered as it was intended Always conducted by collecting data on when, where, and for how long the campaign is...
