BUT… U.S. welfare policies tend to be… 2. “Market Deferring” (policy focuses more on “kick- starting” the private market economy… less so on “relief”) 3. Focused on “Individual Responsibility” 4. Morally tinged (insistent on morally distinguishing btw the “deserving” & “undeserving” poor…) greater concerned with moral hazards and what may be the negative externalities of a program that might lead to dependence 5. Organized around the principle of “Less Eligibility” i.e. welfare benefits – for able-bodied – must not be attractive enough to compete with JOBS one might get in the labor market).

Pre-1911: States begin to establish “Widow’s Pensions”. 2. 1911: Fed Gov’t establishes Widow’s Pensions as first Federal program of Cash Welfare. 3. 1935: Social Security Act establishes Soc. Security, Aid to Blind & Disabled, Unemployment Benefits, and “ Aid to Dependent Children ” (ADC). …but Roosevelt Admin stays within typical parameters of welfare politics – grants are small, administration is local, and other aspects of New Deal insist on WORK in exchange for Aid.
