Core Goals of PRWORA (and then, TANF) As envisioned by its neo conservative champions AFDC to TANF: The Story of Welfare Reform 4 In 1996, the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) is passed! The new law stipulated TANF do four basic things: 1. Provide assistance to needy families so that children may be cared for in their own homes 2. End the dependence of needy parents on government benefits by promoting job prep, work, and marriage . 3. Prevent and reduce the incidence of out of wedlock pregnancies and establish annual

Entitlement is ended, TANF is a “Block Grant” Block Grant funding level of $16.4B is frozen for 6 years; States granted wider administrative latitude; States obligated to maintain 80% of their FY 94 expenditures. 2. Time Limits are imposed (60 months is maximum) 3. Work Requirements are established for virtually all recipients All states must enforce WR’s after 2yrs on rolls. Only parents w child under 1 exempt; Education restricted; States must have over 50% active in work programs; States must meet ever-increasing targets for hours “working” 4. Family Caps: states allowed but not mandated to impose them. 5.
