The treaty as discriminatory (all states have the right to be treated the same)  I. Nuclear Proliferation  A. Who’s Next?  The Proliferation Record  B. What’s What?  The Institutional Landscape   the international communities’ effort to end  nuclear proliferation.  1. Nuclear Nonproliferation Treaty   (NPT) North Korea, India, Pakistan, and Israel are  outside of the NPT. (no further proliferation treaty). Nuclear ‘haves’ promised to build down.  (2. Missile Technology Control Regime, 1987)  informal agreement (3. Test ban treaties)  can’t test anywhere but underground a. Limited test ban, 1963 b. Comprehensive Test Ban Treaty  (4. Fissile Material Cutoff Treaty)  started by Clinton (5. Nuclear Free zones)  can be small communities as well (neighborhoods, Antarctica,  etc. ) II.   Realism,  Anarchy, and State Insecurity  A. Why get the bomb?   Straightforward easy to develop arguments.  1.  If can, will   if states can get the bomb, they will. States in anarchies need to deter  potential adversaries. Need develop the potential to fight off adversaries in anarchy, once in a nuclear age.  Technological determinacy argument.  2.  If neighbor does   (or adversary). Common parsimonious argument. “proliferation  begets proliferation.” Ex. Stalin’s desire to attain nukes after he saw the US use them in Hiroshima. “the  balance has been destroyed”. When the Soviet’s got the bomb, the French did, etc. there was a feat that  Asian and middle states would react the same way. Fear of chain reaction, and that we are at the tipping- point.  3.  If no nuclear umbrella
