1234 RPO Way New Brunswick, NJ 08901 February 14, 2011 Dearborn Mayor’s Office 13615 Michigan Ave #6 Dearborn, MI 48126 RE: Concerns About Growing Popularity of Waterpipe Tobacco Smoking Dear Mayor O’Reilly, Jr.: I write this letter as a means of calling for your support to counter the increasing trend of tobacco smoking via the waterpipe. Research has shown that a remarkable amount of adolescents from your municipality actively engage in the usage of the waterpipe, which may lead to health complications further on in their future. I seek your aid specifically because you have the means to represent the people of Dearborn beyond the regional level. You can call attention towards the matter to the state and federal levels of government. Furthermore, being aware that you are concerned with public health through your involvement in the Greater Detroit Area Health Council Regional Skill Alliance for Nursing and as well as your participation in the Early Childhood Education Council Great Start Initiative, I require your help in addressing the injuriously addicting habit of waterpipe smoking amongst adolescents within your community. I propose an education initiative to promulgate the toxic effects of waterpipe tobacco smoking in your community. I suggest incorporating a program within schools that will educate children and young adolescents in elementary and middle schools about this habit. Additionally, I propose producing a localized media campaign stressing the consequences of these practices, such as the development of oral cancers. Research Regarding the aforementioned trend, recent data show that approximately 200-300 waterpipe cafes opened between 1999 and 2004 nationwide (Primack et al., 2008, p. 82). In addition, according to the New York Times, these waterpipe lounges have opened primarily within communities with large Middle Eastern immigrant populations often extending their influence into other surrounding cities (Lewin, 2006, p. 1). Given this, it is important to note that Michigan alone is home to the nation’s largest Arab American population, roughly 490,000 people (Hill Rice et al., 2006, p. 329). The results of a study conducted by researchers at Wayne State University shows that among the population of 1,671 Middle Eastern adolescents between the ages of 14 and 18 from a local community high school and health clinic, the rates of experimental usage of the waterpipe ranged from 23% to 40%, with the higher percentages corresponding to older adolescents. A significant concern in regards to this statistic is that the correlation

between cigarette smoking and waterpipe usage demonstrates that the waterpipe is a “gateway tobacco product,” meaning that those who have experimented with smoking tobacco through a waterpipe often progress to smoking other tobacco products, namely cigarettes (Hill Rice et al., 2006, p. 338). One study, albeit limited to the Detroit metropolitan area and not truly reflective of the entire waterpipe smoking population,
