This must be the focus to reduce he probability of reoffending. Although there is an assumption that all criminals must be punished, incarceration is a tool to help rehabilitate them. The rehabilitation of criminals starts within the community, it began even before a crime is committed. The responsibility of rehabilitation goes to community leaders, teachers, school counselors, city officials, religious leaders, and most importantly parents and guardians. There are evidence-based programs that are provided and there is a proven success rate when utilized properly. A critical review of research and ongoing literature assist in determining what information is credible so that the practices and policies can be effective (nicic.org).Reliability of evidence-based programs possesses multiple factors.There is a definable outcome so that the information can be viable It is rational realities as it pertains to victim satisfaction, and recidivism. It is also detectable These factors are interchangeable however, the evidence-based programs are more suitable for an outcome that is centered around person service discipline (nicic.org).
