13:45 A Nation’s Security: A Tale Told in 3 Parts I. State security – state = organization, huge bureaucracy  1) Two Acts Act 1: Threats from Neighbor – War Act 2: Internal Threats: State Failure  Living in democracy – state not same as govt.  Authoritarian state – govt. fails = brings down state Poverty – risks state;  Isolation from intl system (N. Korea, Cuba, Somalia)  Domestic Terrorism = unsafe for state persistence.  Civil war, revolutionary war, local insurgency  2) The State, what’s it good for (who cares)? Provides for security (itself to persist, and humans residing borders within state, and  personal) Provides for econ/pol development  Liberal states = better conditions for economic, political, and  human/individual  development [more holistic being sense] Solves collective goods problems  Secures Property Right 3) Legatum Prosperity and Well-Being Index 1. Governance 2. Democratic Institutions 3. Economic Fundamentals 4. Entrepreneurship and Innovation 5. Education 6. Health 7. Safety and Security
