Government- rulers and rules a.ii.1. King and Queens, Emperors, etc. a.ii.1.a.Power comes from Divine Light b. Outcomes b.i. Countries with formal rules and rulers tend to have more internal peace and better economies 2. Why government? a. Choices are at the heart of American politics b. How do we allocate scarce goods across a large population? b.i. Public services, education, roads, food (corn), defense, etc. c. Choices breed conflict. Why? c.i. People want more. Different groups want different things. d. James Madison talks of factions d.i. Different groups with different preferences d.i.1. Cross cutting- heterogeneous (mixed up) d.i.2. Reinforcing- homogeneous (the same) e. American’s preferences are reinforcing e.i. Democrats want one thing on many issues and republicans want another f. Outcome is political polarization
