Unformatted text preview: Germany Structure and Process Federalism . Definition: State and Sub-units rule over same territory. Sovereignty resides with former. Article 31 federal law shall supercede land law. Sub-units get right to exist and legislate in ways that do not conflict with national power independently of state. Sub-units may or may not reflect culture or economic differences German sub-units called lnder. Do not reflect tradition cultural realities. Lander vary widely in size, resources, economy, religion, and demographics. Lander represented in upper house of Bundesrat. I t has 68 members. Each land contributes 3 to 6 members chosen by the land government depending on their population and this delegation votes as a bloc. The bundesrat is supposed to represent the interest of the respective lander but these interests arenot all that distinct. An upper house is outside the logice of accountability in a parliamentary system but generally represents the sub-units in a federal system.represents the sub-units in a federal system....
