The Format of English Government The English Constitution. What is a constitution? The fundamental rules and principle that define society. Distinct from policy decisions. Fundamental rules should be resistant to change while policies should be adaptable. Usually rules for how decisions are reached and how decision makers are chosen rather than the decisions themselves. The English Constitution exists in four sources: common law, acts of Parliament, traditions or custom, landmark documents. Not a higher written law as in U.S., an act of Parliament is the highest law in the land. Does our constitution prevents government from abusing its power? (McCarthyism, Watergate, segregation and the 14 th Amendment) Do our rights mean anything more than society wants them to mean? Constitution reflects the limits on government that are imposed by the values of the bulk of the population. Chief of State: the monarch or sovereign. Symbolic and ceremonial role (chief of state) as opposed to head of government (policy making leader)
