Washington as President, 1788-1796: The country has a whole bunch of problems. Washington has to deal with these problems. National debt: Alexander Hamilton o Assumption o Funding o Bank of U.S., 1971 o Taxes o James Madison o Thomas Jefferson o Support from Washington o U.S. Capitol Debate over location NYC City Hall, 1785-1790 Philadelphia, 1790-1800 Hamilton o Whiskey Rebellion, 1791-1794: few years have passed since the constitution and bill of rights has been made. First major test of those is this rebellion. Launched by westerners (Kentucky). Took up arms against the government to liberate them from the oppressive George Washington. The government is taxing and people don’t like that. They don’t like the tax on alcohol. They accuse government of acting like the king and say it’s time for a second revolution. George Washington accepts this challenge because it’s a good test of the army. Minor 1
