John Adams as President, 1797-1801: Thomas Jefferson as Vice President Quasi War, 1798-1800: unofficial war between France and the US. France is upset with the US for Jay’s treaty. Think they are aspiring against France the end France. o Adams’ neutrality policy: Adams does not want war. Part of Washington’s strategy. o XYZ Affair, 1798: sends people to work out a deal with France. Americans want trade more than they want war. The Americans begin to say “who do you think you are. Who said you can talk to us this way”. Before the negotiations begin the France demanded money. If you don’t give us money then treaty is off and you get war. o Navy buildup: is mad and says that people can’t bully us. So John Adams begins to build a navy. Buying ships from British. France heard and got mad. It has started. o Everyone blames him for the war. o Alien & Sedition Act, 1798: law was designed to limit the movement or vicious attacks from the people from other countries. Supervise the
