There used to be many, many rules in the 60’s, but most have been removed 2. FCC has a “bedrock programming obligation a. All broadcast stations (radio, TV, commercial, noncommercial) must do some programming that addresses issues of local importance (“issue responsive programs”) b. Broadcasters have huge discretion on how they do it, but they must do it c. Every quarter, broadcasters must list all their “issue responsive programs” 3. TV broadcasters must also serve the needs of children a. In early TV history, there were long morning kids’ shows… but as time went on they turned into more profitable programs (news) b. Action for Children’s Television (fight for children’s rights) _____________________________________________________________________________ _______ 4. In 1990, Congress made Children’s Television Act a. All TV broadcasters MUST air 3 hours of educational children’s programming per week b. Child = anybody 16 and under c. Programming must be 30 min in length and between 7am and 10pm 5. Rules for Commercials for Children’s Programming (broadcast and cable networks)
